The content distributors and vendors are legally required to distribute the
content with subtitling, closed captioning, audio captioning, and various other
things to enable it to be utilized/understood by those with A11Y requirements.
As a general rule of thumb, both streamed videos and DVDs are distributed
_without_ the subtitling, closed captioning, audio captioning, or other things
that A11Y audiences require, even though the theatrical release does contain
that A11Y data.
Both the content distributor and content vendor are equally liable under the
law. As such Netflix is an appropriate target, because it is a vendor.
Unfortunately for them, the failure of the distributors to adhere to the law is
