Albeit. I suspect some of the motivation for the current
state of affairs is that the US plans to monetize these
patents at the expense of the rest of the world, so the
motivation to make significant changes as opposed to bullying
other nations into accepting these patents may be quite
limited.

I've suggested charge a lot then refund a chunk on acceptance. Acceptance will
go down.

Irrelevent to my point. Gaming certainly happened during the sixties and
seventies -- don't ask me to dig out Dad's files right now (he was a chemical
engineer but he got involved in this and that dispute). It happened. Not to
this extent.
We put the patent office into the hands of cynics thirty years ago and just
because they've had their way with it you are saying their cynicism is itself
