If the law prohibited the introduction of a law that was remotely similar to one
that was introduced within the previous sixty months, you might have a limit on
the number of laws being introduced and voted upon.

If you did not have such a restraint, then you will have upwards of ten thousand
laws to vote on each year. Laws that will be reintroduced until they pass. Laws
that will directly conflict with each other.

Just look at the initiatives that are proposed to state legislatures each year,
to see how self-contradictory they are. Fortunately, the vast majority of them
do not reach the stage where people have to vote on them.
