It isn't.

The phrase is not "backwards"; it just uses a meaning of the word
"have" that is rarely applied any more.

It's a very old saying, which was perfectly correct when coined. Modern usage of
the words means that the meaning is not quite as clear as it used to be. But old
sayings are old sayings...
