Microsoft is falling back on its old tactics...which won't work in the new
circumstances.
Unlike in the early 1980s, there is no "Signal" coming from IBM,
"THIS" is the way to make a PC. Those "small" competitors
aren't small anymore, and Microsoft has a now well-known reputation so anyone
developing for them is nuts if they don't develop for other, more successful
platforms first.
And no lucky break, with a deal with the BEST software maker falling through for
silly reasons
We also know a heck of a lot more about what is needed in a PC/tablet/phone than
we did back then...
And microsoft has this legacy of probably the most complicated software on the
planet, since, for once, the "second system effect" failed to come to
its usual conclusion due to continual expansion of hardware capabilities. A
reputation for slow, buggy, virus-prone software doesn't help, either.

If microsoft wants to make a winning phone/tablet, they need to ask themselves:
What does Android fail to offer the marketplace?
But I don't think they are doing that...they are wasting their time building an
inferior clone (like always), and not realising that Google is going to be a one
very tough nut to crack. Especially with the mobile carriers all mad over Skype
on windows phones.
So, if I were Redmond: I'd put Skype on Android, and charge a little for it.
But don't hold your breath. I'd put Android on a PC...and make it run Word and
Excel.
