As these are proposals that need to be turned into law (which won't be that
straighforward) and will be challnged in the EHCR why would an ISP order kit now
(unless it is to get Server 2008 rather than 2012). That is a bottom line risk
they are taking which might come to bite them. The hardware is easily available
off the shelf from any number of suppliers (Dell, HP, IBM etc) so I'd really
like to know why they'd do this now.
