I doubt that Nokia made a deal to be the only WP maker, that will happen without
it being a deal. I do not think that Nokia paid "for the privilege of
customizing the software". I think that is part of what MS is giving to
Nokia, along with buckets of money, adverting and alleged direct commissions to
retail staff.

Other WP7 makers are having their share of the WP7 market cut by MS support of
Nokia. They will stop making them until MS gives them the same deal.
