Then patent holders at least need to sue people who run the programs,
not the people who write them.

Not that that is really any better.

If I had a giant red button I could push, that would cause the patent
system to blink out of existence (and all patent lawyers to die horrible
painful deaths) then I would push it in an instant. Within a few years it
would be obvious that the world was better off without them. They are
nothing but parasites and parasite-enablers.
