Not at all. The idea is that others then find solutions to further problems that
build on the patent solution. Or find different solutions by building around it
instead of just copying it.

Example would be if Stevenson had licensed his steam engine to others, they
could have then improved his design further.

In reality that purported benefit is all just wishful thinking. It didn't work
with Stevenson steam engine and I'm sure it didn't work for 99.99% of all
software patents
