Patents on arithmetic coding did, in fact, discourage its use so much for over
ten years, that very little progress was made.

This is one of many areas where they clearly caused a lot of harm, and did no
good.

(Also, look up "Range coding" ... its the same mathematical algorithm
as arithmetic coding, except it was publically disclosed in the 70's and was
therefore safe to use in the 90's -- while its identical twin "arithmetic
coding" was still frighteningly and hopelessly encumbered by patents).
