It could - mandatory posting of 'examined' patents to
various news outlets. Kind of like how business name
changes are posted. It would, at least, reduce the problem
because the examination itself would be expensive enough
that most patents would never be examined.

This way, people would only have to worry about maybe 1% of
the current mess being presumed valid.

I think it would help if the examination crowdsourced prior
art. For instance, assume that the examination is 2M - then
use half of that as prize money for people submitting
successful invalidity briefs. This would motivate a lot of
bored retirees.
