I think WOA is targeting Linux tablets

WOA/WindowsRT tablets are unlikely to be a major product:

No legacy applications - it won't run x86 stuff.
No tablet apps yet, it may run WP7 phone apps, but these are 800x480.
WP7 has shown that the Metro UI is not in demand.

It is likely that MS will prefer x86 tablets, certainly that is what the users
think they will be getting with a Windows tablets and will be disappointed with
a device that will not run Windows stuff.

WOA seems to be mainly to kill off OEM making ARM tablets. Just like they killed
off Linux on Netbooks by reviving XP and threatening removal of discounts MS
will kill off Dell's ARM tablet and has already killed HP's WebOS devices.
