Of course, any ruling applies primarily to the parties to the case. However,
they are strong precedent for cases with similar law and facts (mainly in the
same circuit). To that end, the court made several statements of law directly
about "anyone" or the "everyone else in the world".
E.g. "So long as the specific code used to implement a method is different,
anyone is free under the Copyright Act to write his or her own code to carry out
exactly the same function or specification of any methods used in the Java
API."
Apache is not a party to the case, but if Oracle some day sues them over the
same issue, the facts and law would be very similar. Thus, unless this is
