If "the key" is burnt on the TPM chip at time of manufacture? Which key? Or set of keys? What has Red Hat / Fedora done to be included in "the key"?

This doesn't make sense unless each OS kernel, be it Windows or Linux, has a public key that the TPM can match against its private key -- if that's how the system works. Otherwise, how are the operating systems to update their kernels? Even Windows must do that. Do they require an invariant code sequence near the boot point? How is that secure?

How is any of this secure?

Colour me dumb. I just don't understand.
