Any CD/DVD-based live system (read-only-medium) will do
the 'install & config' work you mention as 'a daunting
task' on each and every boot. That is a 'done that'
problem for live systems. If the local networking is dhcp
based, auto-config of networking is also a zero-problem.

On a USB live system you can usually save config info even
tough it is a live system. I'd expect you want to save
game state, so a USB-based live system is more suiting for
a dedicated game system.

As for doing a reboot after running a game, with a
dedicated USB stick for one (or more..) game(s) that is
precisely what i'd aim for: boot your precious windows
system from USB, leaving the HD totally 'alone', let the
game & game-operating-system run its game from the USB
stick, and *only* from the USB stick, and reboot to get
your windows back untouched.
