what is creative about reordering the throws clause?

To be functional the throws clause MUST have all declared exceptions. Say the
API has 3. That's 6 different ways to order them (3 x 2 x 1). Nothing creative
about permutations (or is it combinations).

Oracle should be defenestrated for even suggesting that it is.

Sets are by definition unordered. The set of APIs HAS no natural ordering unless
you impose one. This isn't like a book where the ordering of the pages can be
used to tell which comes before what. There is no way to tell which comes before
what in an API.

What is the SSO is for Fortran?
