There are some proprietary solutions that you can have a "Hello Cross
Platform World" program running in just a few clicks; However, I'll not
link to or mention them because it's actually against my religion to promote
mental slavery...

Fortunately there are other FLOSS frameworks that do just this. Unfortunately,
my schedule is so tight that I barely have time to post this, let alone make a
working application and submit it along with instructions for how it works.

I would suggest the Judge, and everyone involved just do some web searching for:
Java Android cross platform

One free framework that allows a program to run on Android and Java, that I've
experimented with is: libgdx
