The VAX architecture was able to do that back in 1978 and did so. That simple
feature of the hardware/software was one of the reasons the O/S eventually
became so reliable. Bad code blew up instead of doing stuff it shouldn't do
that went undetected.

NOEXE? Run-of-the-mill. Yawn.

Another trick the O/S did was marking the page at address zero unreadable. Any
program that tried to access (read, write or execute) data at address zero also
blew up. That filtered out a lot of junk code.

There were layers and layers of protection, originally designed for security,
but having the side-effect of producing reliable code from programmers.
