New York legislation would ban anonymous online speech

We have a problem with corruption in one of our local administrative
departments. There is a page on the administration website that allows you to
denounce things like that. They require name, address etc. How many people do
you think will use it to report this problem?

I have several hundred minutes of free use available for my new phone, if I
register it. If I do register and I call in a complaint to that department they
can use my number to trace who I am. Do you think I will register my phone or
throw away the minutes?

Now, why is anonymouse bad if the authorities are all upright, solid, law
abiding citizens? (Turning that around from our having nothing to fear from a
surveillance society if we are good citizens.)
