The Judge did say applications that to most people this
means actual executables not code so the OP is correct.

The other problem here is that Java programs never directly
'run' so no Java program can ever 'run'. As you point out,
it can be compiled to bytecode but that still cannot be
'run' until that bytecode is executed by some interpreter.
Thus only the bytecode is run so an Java interpreter cannot
run Android bytecode and an Android interpreter cannot run
Java bytecode.

So it would be incorrect to have a program written in Java
that runs on Android to be called a Java program - it is
also wrong because Android is not Java.
