No, that is NOT the case. GNU Readline is a library under the GPL. If you
incorporate it in your code you are incorporating the IMPLEMENTATION of the API
- and thus subject to the license.

You are free to develop your own implementation that provides the API. Read
http://en.wikipedia.org/wiki/GNU_readline for some programs that implement the
interface without the GPL restrictions.
