That can't happen with the GPL. You can

what's to stop me writing completely new software and referencing a
modified license based on the
GPL itself?
For GPLv2, take a look
at clause 8 of the license, which seems to allow such restrictions.
OTOH,
GPLv3 doesn't seem to have such a capability.
In any case, I wouldn't limit
distribution to just the USA, since other countries may decide that such
protectionism meets the needs of their clientele, also. Thus I would consider a
restriction along the lines of "This license is not valid for use in
or import into a jurisdiction which allows enforcement of patents covering
computer programs or other forms of mathematics." --- --Bill.
