PR is better? Not if it's an *effective* Proportional Representation :-( One
only has to look at recent Italian history.
What I'd like to see in the UK is to keep the current constituency system, so
long as all the constituencies are roughly the same size. That would allocate,
say, 80% of the seats.
Then the total vote per party is summed, and "party list" candidates
get the remaining 20% to even up the representation. The one caveat is an
important one - in order to get on the party list, you must come SECOND in a
constituency, and your ranking in the list is based on the percentage vote you
took in that consituency.
That has two important effects - firstly it's strongly biased in favour of the
"big three" but it makes an upset rather easier. It also discourages
tactical voting.
Secondly, it prevents the party leadership stuffing the list with their
preferred (and quite possibly unpopular) favourites. In order to get a
proportional seat, you must have come close to winning a seat outright.
