UK wiring code requires all metal piping (maybe just water pipes, not sure about
latest as I don't live there any more) to be grounded with jumper straps over
all non-soldered joints eg valves and compression fittings.

If your house is new and the pluming uses swagelok fittings you are ok but if
your house is old almost assuredly the fittings are sorter which presents
something of an issue with lead poisoning.

Under UK regulations, pouring a bucket of water over this would blow up the
house electrics :-)

I'm not sure of the details, but earth is part of the electricity supply to the
house (I think it has to go back to the local substation) and all the pipes are
supposed to be linked to it.

So I'm not sure of the details, but (1) downstairs had a short from live to
earth - which *should* have blown the non-existent fuse, and (2) you are clearly
making a bunch of wrong assumptions because you don't know our wiring
regulations etc. For example, you are aware that our voltage is twice yours?
230V as opposed to 110V. An earth short SHOULD blow a fuse! 230V should easily
pump 5A across an open circuit ...
