You couldn't disable all the services - then, as now, Windows still uses RPC
calls internally, and if you disable those the system dies.
Yes, a dead system is secure, but useless.
Internally, NT had a decent design - but MS didn't follow the design. Part of
the problem was the use of Intel 32 bit processor that made context switches
slow (microkernel designs require LOTS of context switches) and the lack of CPU
registers (at a minimum you should have one set for each ring). Then they (under
the direction of Bill G) cut holes through the security for the video (for
speed) and other device drivers.
The result was a pile of security fertilizer. Looks good from a distance, raises
nice looking roses in front (no thorns)... but get close and it shows how bad it
