MS's marketing was doing them a disservice with all that nonsense about "C2". As you imply, it's not an interesting usecase. As a result, they did a terrible job promulgating best security practices. After all, NT was Secure(tm).

NT could be secured for Internet use; the NSA had a whitepaper on the topic. It really wasn't all that different from contemporary Unix/Linux distributions which shipped with loads of insecure services, and the expectation that the admin knew what she was doing.

Only OpenBSD seemed to get "secure out of the box" in those days.
