IIRC the order and type of the tests are in the spec

Meaning that anyone implementing the spec will be
highly likely to code it that way.

Yeah there are other ways of achieving substantially the
same results but the default way is as shown, and many
alternatives perform the tests in the wrong order which
could cause slightly different results if the calling code
relies on the test order.

I'm on a mobile device now so confirming that's true is
difficult.
