Every time these "3 strikes, you're off the Internet" type proposals
come up, I always think of the obvious consequences. As soon as one of these
goes into effect, here's what will happen next.

Irate pirates (or irate techies ...there will be plenty of both groups) will use
their tech-fu to arrange for thousands of legislators, RIAA executives, and
other powerful types, to be detected downloading tonnes of infringing content --
whether they actually are or not. These automated systems will send to the
targeted users lots of scolding notices, and then threatening ones, and finally
their Internet service will be automatically disconnected.

Then there will be outcry, as these powerful people complain to the ISPs and the
ISPs say "I told you so", but will still be forced to do something
about the situation.

And here is what I predict those ISPs will do: They will create a whitelist of
"special people who can't be disconnected", and put all of the
targeted elites on this list. And those people will never again have to deal
with infringement notices or disconnection attempts, but everybody else in the
world will.

Because all animals are equal, but some or more equal than others.

There's a problem with the word "infringed" here...

It is an accusation, nothing more. No evidence, no trial, certainly no
conviction. Major consequences, with major expenses, all with the force of law,
and all because someone decides they don't like you, or something you
(allegedly) did.

Other Countries

Why to these US politicians think they can continue to meddle in the affairs of other Soveriegn Nations?

If another Country tried to impose this sort of thing on the US it does not take a genius to guess what would happen... Nowt. The Politicos in DC would tell the other country to get lost and stop meddling in out affairs.
