Therefore, it is in the public interest that the state of New Hampshire consider using open source software in its public computing functions.

"Consider"? After all that build-up, it turns out that this is all so they can consider open source? Were they not even allowed to consider it before? (I find that hard to believe.)

It's a very nice-looking law, but I think it might be nicer if it actually did something, rather than praise open source and allow it. Ah well. Baby steps. :)
