The sole purpose of HR is so that one can fire people for "protected
class" reasons, and _win_ the resulting lawsuit.

Most states are refered to as "at will" states. Why would there be a
differentiation if all states were "at will." In at least Montana,
people can not be fired without cause after a probationary period.

Labor laws do vary from state to state. But in no state can an employee be fired
for refusing to commit an illegal act. So Oracle could presumably not fire them
