It's one form of funding Open Source works, to include music & movies. If
you're working on a project, you set up a fund and declare you'll release the
music/movie/code when you have $x in funds. People pledge funds, but are not
charged until the target is reached. If the target is not reached, the money is
not charged, and the project is not delivered.
This way the artist is guaranteed money, even with free redistribution.

Who's the commercial WINE outfit?
They do a lot of improvement and provide proprietary extensions, but aiui,
pretty much everything is either paid for by third parties and given to WINE, or
has an associated release fee which if it is met then it's handed to WINE
anyway.
