First of all, music and music notation are not the same.
I believe function is an acceptable tool of artistic expression, both as
technique, and occasionally as an emotional statement. Consider the Eiffel
Tower, its function and its emotional impact intertwine in beautiful ways,
especially to an engineer who understands its physics.
Music notation provides considerable "rules of the road" for composers
and performers and the physicists that create instruments. Notation and
expression intersect in the diatonic system of scales, providing a foundation
for almost all Western music. There's no lack of variety or creativity in
Western music due to the notational constraints.
I appreciate the comparison that was made, but I don't agree with the conclusion
that music and APIs are "opposite." (I don't believe in opposites
anyway, but that's a different topic.)

IANAL, but I watch actors play lawyers on high-definition television.
