So is Android licensed under GPL?

The answer is no - not strictly legal in fact - and they did the same thing with
Linux. That's really at the crux of this story.

And the reason is that Google wants to make money from Java. Doesn't care how is
messes up the language to do it, and is trying to protect the investment of it's
manufacturers.

Check it out. Copy Samsung Java extensions to Android, publish them for a price,
and see what happens.

I realise a lot of people love Google and appreciate it's open source (?)
offerings. But not everything is as it seems.
