I am becoming convinced that my argument is somewhat astray.

But the "buy a CPU that they cannot program" is a faulty counter
argument.

People all the time "buy" Microsoft Windows on a CD which they cannot
use in another computer. So if the CPU manufacturer wanted to go to some kind
of licensing model, is there something keeping them from doing that?

And look at Apple. Can you buy an operating system which will run on an Apple
device other than the Apple software? I'm not sure if that is an IP strategy or
exactly what. But tying down the hardware is not so strange.
