Yes, I didn't get it either. Maybe he is the one who sped-
read through the entire thing and didn't realize the point
being made here: simply that the blog was official.

The sentence: "The contents of these web sites are not
intended to be incorporated by reference into this report or
in any other report or document we file and any references
to these web sites are intended to be inactive textual
references only." seems to merely mean that they don't
intend for the entire blog print-out to be entered into
their report. Hence "inactive textual references" as opposed
to clickable hyperlinks.

Maybe he is not one of the few who "read the sentence after
the highlighted one." or maybe he just read it out of
context.
