That sounds like a good recipe for disaster should the
registered copy ever be needed. Perhaps that is why Oracle
is reluctant to provide Mr. Gonsalves - sent in a blank
disc, did he now?

Escrow Tapes

Escrow tapes were generally required to ensure that should the company go into
bankruptcy or otherwise cease to exist that the software would not be lost
forever to the users who had paid hefty sums for a license and invested lots in
their own development.

It's not surprising that the companies charged with creating the tapes didn't
care too much about them, if the tapes were ever needed they would not be
around.

blank media to protect IP

They should have just encrypted the archive to protect the IP from prying eyes. If they wound up in court they would just provide the key which would simultaniously authenticate the content.
