One would suppose that the CDROM would be checked just before being sent to the
Copyright Office and that it is sent in proper protection (well padded, sealed
container and couriered over) to ensure that it arrives in a fit state.

One would also suppose that a proper (sic) standard that can be read by the
Copyright Office would be used. (My current Uni course specifically requires
Word 97 format or rtf (which is no guarantee or readability), not later .docx
which cannot be read; and it says so in the "how to submit" details.)

I cannot believe the US Copyright Office does not have some such requirements
for digital contributions to be supplied in a readable format; which leads to
the most likely reason for blank CDROM is that a blank CDROM was sent: more
negligence on Oracle's part - unless it is "standard practice" in
which case, the Copyright Office should stick to exactly what has been
registered: absolutely nothing.
