Distinction as to code vs. comments

It's relative to what the compiler does. Source code is the
part that affects the compiler output, while comments are
the part the compiler ignores.

But you clearly know this, and are pointing the same file
might have differently treated parts depending on which
"compiler" you point at the file.

As your reward (or punishment), I now ask for a Towers of
Hanoi solver written in Javadoc.

Except that "the code" that is embedded in javadocs is expressed
almost entirely in English, and not any compilable language / notation.
