Although it can be fooled by careful manipulation I surprised that some such
method is not in place and all you can do is compare file size.

Git has evolved into a general-purpose source code control system...
you can use it for anything.

Part of the problem here is that the law was written such that you don't
actually have to file the complete source code in a software copyright
registration, only the first and last 50 pages of a printout(!).
