Um, the TCK had field-of-use restrictions that made it useless for Google. But in the original JCP Le tter of Intent (referred to from Apache's Open Letter FAQ), the price for 30 was about 1 million USD, which works out to about 33kUSD each.

To fulfill the spirit of the request, Sun will therefore offer an annual support scholarship program to suitably qualified efforts to cover access to support services for TCKs offered by Sun. We will fund the program at or above a rate of at least 30 efforts per year (current value of approximately $1M) for at least the next 3 years.
