Here is the tweet itself.

Viewing a twitter stream with your web browser at twitter.com, you can get a link to a single tweet by clicking on the tweet to see the time stamp (and any replies or media associated with the tweet), then clicking on the 'Details' link.

Note: the time associated with the tweet is actually kept in UTC time, but converted to local time by your browser (using javascript?) before it's displayed to you. So "7:40" won't be correct for everyone who views it. (It's been a while since I investigated that, so things might be done differently now.)
