Is 'reflection' linked in any way to the way the Java toolchain 'discovers' what
is part of a class library (i.e. to resolve references to the methods used in my
program)?

That would make this feature an intrinsic element of the way Java works, meaning
Java is meant to be used in this way (by the toolchain, not your API discovery
program). Meaning Java cannot be used without this feature. That would leave
very little wriggle room for Oracle on this one.

Am I making any sense?

But (hey, you knew it was coming!):

One (not this one) could write a Java class file decompiler using the licensed
tools and run it against the closed proprietary Sun Java JDK.

That would violate the EULA on the download website and they would enforce the
EULA using copyright law.

So, even though one is licenced to write and compile programs using the Oracle
licensed tool, certain uses of those programs will still be an infringement on
copyright.
