AFAIK, Bloch is not the original
author of Arrays.java or of its
rangecheck function.
My impression (and correct me if I'm wrong)
is that he actually is the original human author, but that the original
was a work-for-hire and thus owned by his then employer Sun rather than Bloch.

According to our report
from Day 4, Dr.
Bloch testified as follows:
Q. Do you know of
the existence of other
rangecheck() functions?
A. Yes, there's one in
arrays.java. I wrote it.
He goes on to explain that the
reproduction of the same code
in TimSort() was intended as a temporary step,
pending the
donation and merger of the code into the OpenJDK
source.
