One of the "benefits" of Javas programming model is as well as the
encapsulation of Data and Function through OOP paradigms, there are also
additional annotations that allow the implementing code to become it's own
documentation.

A compliant jdk should contain a tool called javadoc, which when fed a .java
source file will produce an "API Specification" document in the form
you see on the sun/oracle website.

So while OpenJDK may not actually contain "The Java Application Programming
Interface Specification " or "release it in the OpenJDK", it
should be possible to "produce" it using the same.

OpenJDK is not in play AFAIK.

But the same should be true of Harmony

I haven't looked closely at either,
