... However, at the same time, if I represented the general feel for the leadership of that Country - I would be none to happy with another Country abusing the various treaties surrounding the situation.

I would not agree to play by those types of rules and abuse the treaties in return with the other Country. But I would certainly be building in checks and balances to prevent such a situation from occurring again:

    Oh... you claim they're terrorists. I recall you seriously exaggerated other claims in the past. Calling up some serious crimes when - at best - it turned out to be a civil issue between two Corporations. You're going to have to provide some serious substantial evidence that we can independently verify before we'll proceed with arresting anyone!
And if the Congress of the US gets upset because the individual really was a terrorist, then they need to face reality and examine why the F.B.I. is acting like a private police force for Companies!

this is how we're expected to behave.
