You're making Oracle's task of conflating the function call with the body of the function more difficult!

Simple. APIs are NOT hard to develop.

That rather depends on where you're starting from...

If your module is well-specified - i.e. someone has actually done the
requirements capture properly - then creating the API is essentially
mechanical.

Sadly, most libraries are written in response to a very vague hand-waving about
what the module should do - in essence, little more than what it should be
called.

*That's* where the creativity comes in - in thinking up what the module should
do. And it's a step that should frequently (usually?) be absent, if only
manglement would actually do their job for a change...
