It's a particular creative work that is copyrighted, not its various representations. API library, yes. API definition, as in 'a list of facts or conditions required to get the library to perform the intended function', I don't think so.
Whenever I hear that "a list of facts" is uncopyrightable I then wonder why Guinness publish their Book of [World] Records which is just a list of facts, especially as it contains the following:
No part of this book may be reproduced or transmitted in any form or by any means...without a licence or other permission in writing from the copyright owners.
[Oops, I've just reproduced that part of the book..., but then again, the same text appears in most copyrighted books I've found - have they all got the permission of the first publisher of that text?] IF a "list of facts" is NOT copyrightable?

Please can you explain to me Oracle slide 33 in the slide presentation it
prepared for its opening statement, then, where Oracle says you don't need a
license to write in the Java language. But you do need a license to download
Java software components, whatever they mean by that, and you need a license to
"provide class libraries based on Java API designs".
