Sounds like a TSA mishap

Funny that, when my flight home from Canada had to turn round 45 mins across the
Atlantic (due to hydraulic leak) and do an emergency landing at Bangor, Maine,
whilst we were waiting airside for possible repair of aircraft were were NOT in
the USA; it was only when a part had to be shipped in and they decided to take
us to local [mh]otel(s) whilst waiting did the USA customs and restrictions come
into force. (We had fruit from my Aunt which was /then/ confiscated and others
had problems as they had no US entry visas.)

AFAIUI, Passengers are not supposed to be on the plane during refuelling, but I
have been on board when one was refuelled - they told us to UNDO our lap belts
(presumably in case of an emergency exiting).
