A bicycle handle bar, steering interface, is usually on a physical bicycle but
you may be looking at a design sketch of a bicycle which clearly shows a
representative "handle bar".

A human readable document may fully specify an application programming interface
(API) that does not yet exist--has not been implemented. This document might be
called an API specification. This document might occur before, after, or as part
of maintaining and improving the API. Someone might be able to implement the API
along with implementing a complete library of functionality beneath it by
reading this API specification. Someone might ask, Show me the "API",
to which you might respond by handing them the document.

Does an API that has not been implemented count as an API? How about one that is
partially implemented with several of the entry points in the code library
stubbed out?
