It means you are free to read it and use the ideas
in it, according to copyright law. There is no
copyright license to read a book. And you can tell
all your friends all about what you read.

And if it's a book about how to build a bookshelf,
you can build a bookshelf following the instructions
to the letter. And then you can write about exactly
how you built your bookshelf,
what went right and what didn't,
even though you first read about it in someone else's
book. You can even quote a little bit, according to
the fair use principles, in your write-up.
